江苏省县域农业电商平台发展模式及对策研究

为探究江苏省县域农业电商平台发展路径,本文立足研究区县域农业电商平台发展实际,通过梳理平台运营模式,剖析现存发展有待提升的环节,并提出针对性的优化建议。研究表明,研究区已形成5类农业电商平台形态:订单导向型生鲜配送平台依托“预订制+冷链+智能冷柜”模式,实现供需精准匹配;线上线下新零售平台通过“基地直供+冷链+O2O”模式,覆盖多元水果品类;“社区+社群+社交”团购平台实现产地直发与次日达服务;大宗农产品B2B集采平台聚焦米面粮油等品类,强化产销对接;公益性县域直销平台,助力本土农产品平价上行。同时,平台在运营成本、专业人才引育、农产品标准化等方面仍有优化空间。据此,提出3项优化路径:加强多方资源整合,通过金融创新与资源共享等降低运营成本;强化电商人才引育,依托校企合作等,打造实干型人才队伍;推进农产品标准化体系建设,规范生产加工流程。本文可为相关地区农业电商平台建设提供参考。

To explore the development paths of county-level agricultural e-commerce platforms in Jiangsu Province, this study based itself on the actual development of such platforms in the research area, sorted out their operation modes, analyzed the aspects where the existing development needed to be improved, and put forward targeted optimization suggestions. The research showed that the research area had formed 5 types of agricultural e-commerce platform models: order-oriented fresh produce distribution platforms achieved accurate supply and demand matching by virtue of the “pre-order system + cold chain + intelligent cold cabinet” model; online and offline new retail platforms covered a diverse range of fruit categories through the “base direct supply + cold chain + O2O” model; community group-buying platforms featuring “community + social group + social interaction” realized direct delivery from production areas and next-day delivery services; B2B centralized procurement platforms for bulk agricultural products focused on categories such as grains, rice, flour and edible oils, and strengthened the connection between production and sales; public welfare county-level direct sales platforms boosted the upward sales of local agricultural products at affordable prices. Meanwhile, there was room for optimization in the platforms in terms of operation costs, the introduction and cultivation of professional talents, and the standardization of agricultural products. Accordingly, 3 optimization paths were proposed: the integration of multi-stakeholder resources was strengthened to reduce operation costs through financial innovation and resource sharing; the introduction and cultivation of e-commerce professionals was intensified to build a contingent of practical talents by relying on university-enterprise cooperation and other approaches; the construction of an agricultural product standardization system was promoted to regulate the production and processing processes. This study provided a reference for the construction of agricultural e-commerce platforms in relevant regions.
